Narrative:
My first officer and I were flying to marsh harbor on an IFR flight plan when ATC noticed that our transponder was inoperative and showing erroneous altitudes. I decided to change xponders when it showed a different altitude on the scope. My first officer's HSI became inoperative. I decided to turn back and to do the approach ILS runway 08 at fxe. While on radar vectors and while on the final approach I asked for gear down before landing checks at the OM. My first officer said two green. I noticed that there were only 2 greens, only main. The nosewheel steering was stuck. My first officer took out the checklist and did the procedures. While doing them I verified it was complete. I also did check for any other malfunction. I xferred all electrical system, checked circuit breakers. Nothing seemed to work. Also verified with the tower. Told tower and ATC that I was declaring an emergency. While being vectored we did everything in our power. The nosewheel was stuck. I attempted everything on the fourth approach. I decided to land and we hit the runway on the mains and the airplane veered to the right, striking the propellers.

Title: AN SW4 CREW, AFTER DEVIATING TO FXE DUE TO NAV EQUIP PROBS, WERE UNABLE TO EXTEND THE NOSE LNDG GEAR. CREW LANDED ACFT IN THAT CONFIGN.
