Narrative:
A cessna, based off D54, does parachute jumping on a very regular basis. I am an ATC specialist at far, nd. Far and D54 are only 4 mi apart. D54 is in the fargo delta surface area, and TRSA. On the above mentioned time and date, I told aircraft X to hold off on the jump, yet he went ahead with the jump anyway. There was another cessna (my traffic) below him. Parachute jumping 'should not' be allowed so close to far hector international airport. Callback conversation with a reporter revealed the following information: a tower specialist advised that they were trying to obtain support from the skydiving operator. The operations have at least 3 pilots, which they are attempting to work with and through. Progress is slow. The specialist advised that GA aircraft were forced to move off far international airport when the air national guard moved back onto the airport. Many issues have and continue to develop from that action. Tower management has requested the FAA convert the TRSA to class C airspace. That action is still under review.

Title: FAR LCL CTLR CONCERNED WITH SKYDIVER OP AT D54, WHICH LIES WITHIN THE FAR CLASS D AND TRSA AIRSPACE.
Narrative: A CESSNA, BASED OFF D54, DOES PARACHUTE JUMPING ON A VERY REGULAR BASIS. I AM AN ATC SPECIALIST AT FAR, ND. FAR AND D54 ARE ONLY 4 MI APART. THERE WAS ANOTHER CESSNA (MY TFC) BELOW HIM. PARACHUTE JUMPING 'SHOULD NOT' BE ALLOWED SO CLOSE TO FAR HECTOR INTL ARPT. CALLBACK CONVERSATION WITH A RPTR REVEALED THE FOLLOWING INFO: A TWR SPECIALIST ADVISED THAT THEY WERE TRYING TO OBTAIN SUPPORT FROM THE SKYDIVING OPERATOR. THE OPS HAVE AT LEAST 3 PLTS, WHICH THEY ARE ATTEMPTING TO WORK WITH AND THROUGH. PROGRESS IS SLOW. THE SPECIALIST ADVISED THAT GA ACFT WERE FORCED TO MOVE OFF FAR INTL ARPT WHEN THE AIR NATL GUARD MOVED BACK ONTO THE ARPT. MANY ISSUES HAVE AND CONTINUE TO DEVELOP FROM THAT ACTION. TWR MGMNT HAS REQUESTED THE FAA CONVERT THE TRSA TO CLASS C AIRSPACE. THAT ACTION IS STILL UNDER REVIEW.
