Narrative:
Flying into prescott, I was able to contact tower due to 1 controller handling 2 runways (runway 21L&right), and approximately 20 aircraft landing and taking off. I finally made contact after several 360 degree turns 7 mi out. I was finally cleared to land. I was asked to go around on short final -- twice. Upon finally landing, tower told me to taxi to the end of runway 21, turn left or right and monitor ground. I did so, even though not contacting ground is very unusual. In order to get to transit parking I had to cross runway 30. There was a helicopter leaving, overflying runway 30 and had passed the intersection. The frequency for ground was only giving me static like 2 people talking at once. Apparently, both tower frequency and ground were trying to contact me to not cross the runway. I did not hear tower as I was on ground and I did not hear anything that I could understand until I reached transit parking. I called tower by phone and got the usual chewing, for crossing the runway. Hindsight being 20/20, I should have ignored tower and contacted ground anyway. I assumed they were so busy they didn't have time for taxi instructions. The incident did not create any kind of near miss, etc, but was still a runway incursion.

Title: A C182 PERFORMS A RWY INCURSION AFTER CLRING THE ACTIVE RWY AND BEING ADVISED TO 'MONITOR GND.' HE PROCEEDS TO TAXI WITH STATIC IN HIS EARPHONES AND PARKS AT THE RAMP IN PRC, AZ.
Narrative: FLYING INTO PRESCOTT, I WAS ABLE TO CONTACT TWR DUE TO 1 CTLR HANDLING 2 RWYS (RWY 21L&R), AND APPROX 20 ACFT LNDG AND TAKING OFF. I FINALLY MADE CONTACT AFTER SEVERAL 360 DEG TURNS 7 MI OUT. I WAS FINALLY CLRED TO LAND. I WAS ASKED TO GO AROUND ON SHORT FINAL -- TWICE. UPON FINALLY LNDG, TWR TOLD ME TO TAXI TO THE END OF RWY 21, TURN L OR R AND MONITOR GND. I DID SO, EVEN THOUGH NOT CONTACTING GND IS VERY UNUSUAL. IN ORDER TO GET TO TRANSIT PARKING I HAD TO CROSS RWY 30. THERE WAS A HELI LEAVING, OVERFLYING RWY 30 AND HAD PASSED THE INTXN. THE FREQ FOR GND WAS ONLY GIVING ME STATIC LIKE 2 PEOPLE TALKING AT ONCE. APPARENTLY, BOTH TWR FREQ AND GND WERE TRYING TO CONTACT ME TO NOT CROSS THE RWY. I DID NOT HEAR TWR AS I WAS ON GND AND I DID NOT HEAR ANYTHING THAT I COULD UNDERSTAND UNTIL I REACHED TRANSIT PARKING. I CALLED TWR BY PHONE AND GOT THE USUAL CHEWING, FOR XING THE RWY. HINDSIGHT BEING 20/20, I SHOULD HAVE IGNORED TWR AND CONTACTED GND ANYWAY. I ASSUMED THEY WERE SO BUSY THEY DIDN'T HAVE TIME FOR TAXI INSTRUCTIONS. THE INCIDENT DID NOT CREATE ANY KIND OF NEAR MISS, ETC, BUT WAS STILL A RWY INCURSION.
