Narrative:
Departed from atl. Instructed by ATC to level off at 4000 ft. At approximately 30 DME from atl, received a TA on TCASII, followed by an RA instructing us to climb. Captain was PF and complied with RA. First officer noticed a light twin heading northwest at 4000 ft. Twin did not change altitude or heading. ATC was notified of RA. We leveled off at approximately 4800 ft and were instructed to climb to 14000 ft. Flight continued to destination.
