Narrative:

I initially told my shift supervisor on 'the radio' that I couldn't clear MEL maintenance item and right&right the oil selection valve within the allotted aircraft down time because I would have to chase 2 wires to determine what type of connectors I had, plus ring terminals, environmental splice, etc. I couldn't tell what 2 wire splices I had from the aircraft maintenance manual descriptions of splice #SP1KJ, #SP2KJ. My supervisor stated, 'ok, go ahead and do the maintenance to clear the MEL and I will accept any delays, etc.' I felt I was rushed to clear an MEL in the allotted aircraft down time. As a result, I overlooked the aircraft maintenance manual's #2 step ('job setup' 'removal' oil selector valve). Correct location of circuit breaker panel 5 and zone 311, which I now know is in aircraft equipment compartment under APU, but at the time 'in a hurry' on my supervisor's request to clear MEL, I thought circuit breakers B-8/B-9 were in the aircraft cockpit. I called another mechanic on the radio to check for pulled circuit breakers B-8 and B-9. He said he pulled them, etc. The aircraft maintenance manual step #2 close out 'installation of oil selector valve' (subtask #79-12-07-865-002 says 'remove the tags and close the circuit breakers.' upon completion of the right&right of 'oil selector valve,' I again called my controller on my radio to 'push in' circuit breakers B-8/B-9. What caused this problem was that I neglected to double check my work, and to properly read the aircraft maintenance manual and pull/reset the proper circuit breakers, according to aircraft maintenance manual. What I will do from now on is doublechk my own work for proper maintenance, communicate more effectively with my co-workers, and properly read the aircraft maintenance manual for proper locations of circuit breakers and circuit breaker panels. Although the crj had no power turned on (APU, batteries, gpu, etc) and the oil selector valve and oil pump system had low voltage (28 upc) the oil replenishment system remained on MEL because of my oversight in not resetting circuit breakers B-5 grid #B-9.

Title: A CANADAIR CL65 WAS DISPATCHED WITH A DEFERRED ITEM CLRED BUT NOT CORRECTED AS CIRCUIT BREAKERS WERE NOT RESET. OIL REPLENISHMENT SYS STILL INOP.

MY SUPVR STATED, 'OK, GO AHEAD AND DO THE MAINT TO CLR THE MEL AND I WILL ACCEPT ANY DELAYS, ETC.' I FELT I WAS RUSHED TO CLR AN MEL IN THE ALLOTTED ACFT DOWN TIME. AS A RESULT, I OVERLOOKED THE ACFT MAINT MANUAL'S #2 STEP ('JOB SETUP' 'REMOVAL' OIL SELECTOR VALVE). I CALLED ANOTHER MECH ON THE RADIO TO CHK FOR PULLED CIRCUIT BREAKERS B-8 AND B-9. HE SAID HE PULLED THEM, ETC.
