Narrative:
Inbound to cxy at 2500 ft MSL, I heard cxy tower clear another aircraft for takeoff runway 26 with instructions to fly runway heading. I was south of departure heading from runway 26, inbound on visual approach to runway 30. Tower called traffic to me at 11 O'clock departing runway 26 runway heading. When I acquired traffic visually, it had turned left of runway heading and was on a direct collision course with my aircraft. I took evasive action to the left (north) and other aircraft passed +/-200 ft off my right side at my altitude, climbing. As I turned, I advised tower I had traffic. Upon releasing microphone, I heard last words of transmission from tower 'immediate...turn.' advised tower of happy outcome. My analysis: other pilot screwed up.

Title: NMAC BTWN AN ARR GA ACFT AND A DEP LIGHT TWIN 6 NM SW OF CXY, PA.
Narrative: INBOUND TO CXY AT 2500 FT MSL, I HEARD CXY TWR CLR ANOTHER ACFT FOR TKOF RWY 26 WITH INSTRUCTIONS TO FLY RWY HDG. I WAS S OF DEP HDG FROM RWY 26, INBOUND ON VISUAL APCH TO RWY 30. TWR CALLED TFC TO ME AT 11 O'CLOCK DEPARTING RWY 26 RWY HDG. WHEN I ACQUIRED TFC VISUALLY, IT HAD TURNED L OF RWY HDG AND WAS ON A DIRECT COLLISION COURSE WITH MY ACFT. I TOOK EVASIVE ACTION TO THE L (N) AND OTHER ACFT PASSED +/-200 FT OFF MY R SIDE AT MY ALT, CLBING. AS I TURNED, I ADVISED TWR I HAD TFC. UPON RELEASING MIKE, I HEARD LAST WORDS OF XMISSION FROM TWR 'IMMEDIATE...TURN.' ADVISED TWR OF HAPPY OUTCOME. MY ANALYSIS: OTHER PLT SCREWED UP.
