Narrative:
The pilot of the piper aircraft advised me of a near miss with a fast moving fighter type aircraft. He said the fighter missed him by 15 ft at 9000 ft, his cruise altitude. After his second transmission about the unknown aircraft, I observed a beacon code appear about 3 mi at his 12 O'clock position and making a right turn. I advised the pilot that I had a target, but had no information about the flight. I kept the pilot informed as to the position of the fighter aircraft as they came around behind the piper and buzzed it for a second time. This time the pilot of the piper informed me that it was a flight of 2 AV8's, one of which passed very near to his port wing, the other near to his starboard. The AV8's then departed the area to the north. Callback conversation with reporter revealed the following information: reporter stated that after receiving a call from a very excited pilot IFR at 9000 ft in a PA28 aircraft about an extremely close encounter with 2 military AV8 aircraft. The reporter said just after the call from the PA28 pilot, he noticed an XXXX code departing to the north. He called tys approach control and was told a flight of 4 AV8 aircraft had just checked in and were idented. The PA28 pilot declined to file a report stating he had been in the military and felt those pilots have a job to do. Reporter believes no action was taken by the facility.

Title: PA28 PLT IFR AT 9000 FT IS BUZZED TWICE BY 2 MIL AV8 ACFT.
Narrative: THE PLT OF THE PIPER ACFT ADVISED ME OF A NEAR MISS WITH A FAST MOVING FIGHTER TYPE ACFT. HE SAID THE FIGHTER MISSED HIM BY 15 FT AT 9000 FT, HIS CRUISE ALT. AFTER HIS SECOND XMISSION ABOUT THE UNKNOWN ACFT, I OBSERVED A BEACON CODE APPEAR ABOUT 3 MI AT HIS 12 O'CLOCK POS AND MAKING A R TURN. I ADVISED THE PLT THAT I HAD A TARGET, BUT HAD NO INFO ABOUT THE FLT. I KEPT THE PLT INFORMED AS TO THE POS OF THE FIGHTER ACFT AS THEY CAME AROUND BEHIND THE PIPER AND BUZZED IT FOR A SECOND TIME. THIS TIME THE PLT OF THE PIPER INFORMED ME THAT IT WAS A FLT OF 2 AV8'S, ONE OF WHICH PASSED VERY NEAR TO HIS PORT WING, THE OTHER NEAR TO HIS STARBOARD. THE AV8'S THEN DEPARTED THE AREA TO THE N. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT AFTER RECEIVING A CALL FROM A VERY EXCITED PLT IFR AT 9000 FT IN A PA28 ACFT ABOUT AN EXTREMELY CLOSE ENCOUNTER WITH 2 MIL AV8 ACFT. THE RPTR SAID JUST AFTER THE CALL FROM THE PA28 PLT, HE NOTICED AN XXXX CODE DEPARTING TO THE N. HE CALLED TYS APCH CTL AND WAS TOLD A FLT OF 4 AV8 ACFT HAD JUST CHKED IN AND WERE IDENTED. THE PA28 PLT DECLINED TO FILE A RPT STATING HE HAD BEEN IN THE MIL AND FELT THOSE PLTS HAVE A JOB TO DO. RPTR BELIEVES NO ACTION WAS TAKEN BY THE FACILITY.
