Leveling off at FL230, #1 reverser unlocked warning light illuminated. Stayed at FL230, went through checklist. Captain decided to return to clt. Checklist recommended to shut engine down. Declared an emergency, shut #1 engine down per checklist. Landed on runway 26L in clt without incident.
