Narrative:
ILS runway 29. Bay approach was vectoring us onto the localizer. Lots of other traffic in the area and this traffic was being pointed out for us to look for. The clearance was given 'once established, descend to 2500 ft, cleared for the approach.' we started down upon establishing on the localizer. Last min traffic was called and we were told to maintain 4000 ft (which we had just vacated). The traffic issue was solved, but now we were getting high on the approach profile. We slowed and started configuring. We were given clearance for the approach and had to intercept GS from above. With the distraction of the last min traffic and having to configure and intercept the GS from above, I forgot to switch to tower and I don't remember being switched to tower by bay approach. There was a lot going on at a busy time of the approach. In the future, I will try not to let outside factors keep me from doing the task at hand.

Title: UNAUTH UNCOORD LNDG, RWY INCURSION BY A B737 WHEN THE FLC FAILS TO CHANGE FREQ TO TWR AT OAK, CA.
Narrative: ILS RWY 29. BAY APCH WAS VECTORING US ONTO THE LOC. LOTS OF OTHER TFC IN THE AREA AND THIS TFC WAS BEING POINTED OUT FOR US TO LOOK FOR. THE CLRNC WAS GIVEN 'ONCE ESTABLISHED, DSND TO 2500 FT, CLRED FOR THE APCH.' WE STARTED DOWN UPON ESTABLISHING ON THE LOC. LAST MIN TFC WAS CALLED AND WE WERE TOLD TO MAINTAIN 4000 FT (WHICH WE HAD JUST VACATED). THE TFC ISSUE WAS SOLVED, BUT NOW WE WERE GETTING HIGH ON THE APCH PROFILE. WE SLOWED AND STARTED CONFIGURING. WE WERE GIVEN CLRNC FOR THE APCH AND HAD TO INTERCEPT GS FROM ABOVE. WITH THE DISTR OF THE LAST MIN TFC AND HAVING TO CONFIGURE AND INTERCEPT THE GS FROM ABOVE, I FORGOT TO SWITCH TO TWR AND I DON'T REMEMBER BEING SWITCHED TO TWR BY BAY APCH. THERE WAS A LOT GOING ON AT A BUSY TIME OF THE APCH. IN THE FUTURE, I WILL TRY NOT TO LET OUTSIDE FACTORS KEEP ME FROM DOING THE TASK AT HAND.
