B1900 climbing off pit to 17000 ft. B1900 expedited climb to 13000 ft to get above inbound aircraft to pit. E145 climbing to FL230 was overtaking B1900. E145 was turned 30 degrees left and B1900 was stopped at 16000 ft. Separation was approximately 4.5 mi and 400 ft.

Narrative: B1900 CLBING OFF PIT TO 17000 FT. B1900 EXPEDITED CLB TO 13000 FT TO GET ABOVE INBOUND ACFT TO PIT. E145 CLBING TO FL230 WAS OVERTAKING B1900. E145 WAS TURNED 30 DEGS L AND B1900 WAS STOPPED AT 16000 FT. SEPARATION WAS APPROX 4.5 MI AND 400 FT.
