Narrative:
On departure out of lga on an assigned heading of 330 degrees, climbing to 15000 ft, we were given a turn to 310 degrees. Further clearance to 290 degrees. Passing through 5800 ft we were told to level at 7000 ft. As we were leveling at 7000 ft the controller directed us to expedite through 9000 ft. I (the first officer, PF) asked the captain (PNF) to confirm the instruction and our assigned altitude while maintaining 7000 ft. The captain queried the controller, asking to confirm 9000 ft, but the call was blocked. The controller continued to make a rapid series of radio calls that prevented us from getting a radio call in to clarify or confirm the controller's instruction. This series of radio calls ended with another call to us to turn right to 330 degrees and climb to 15000 ft. We were then switched to ZNY frequency. Climb out was continued from 7000 ft to 15000 ft with no additional comments or questions from any of the controllers. Felt the controller did not give us time to answer or query her instruction to expedite through 9000 ft before making other radio calls to other aircraft under her control. Supplemental information from acn 556537: we were later assigned a higher altitude, and the controller said nothing about our altitude deviations. The controller was very busy at the time, so we did what we thought was the safest thing at the time, which was level off at 7000 ft.

Title: AN F100 CREW, DEPARTING LGA, WERE UNABLE TO CONFIRM ATC'S CLRNC TO 9000 FT BEFORE RECEIVING ANOTHER CLRNC TO CLB TO 15000 FT.
Narrative: ON DEP OUT OF LGA ON AN ASSIGNED HDG OF 330 DEGS, CLBING TO 15000 FT, WE WERE GIVEN A TURN TO 310 DEGS. FURTHER CLRNC TO 290 DEGS. PASSING THROUGH 5800 FT WE WERE TOLD TO LEVEL AT 7000 FT. SUPPLEMENTAL INFO FROM ACN 556537: WE WERE LATER ASSIGNED A HIGHER ALT, AND THE CTLR SAID NOTHING ABOUT OUR ALT DEVS. THE CTLR WAS VERY BUSY AT THE TIME, SO WE DID WHAT WE THOUGHT WAS THE SAFEST THING AT THE TIME, WHICH WAS LEVEL OFF AT 7000 FT.
