Narrative:

Aircraft #1 was issued a 360 degree turn for holding because ZNY refused to take any aircraft. Aircraft #2 was descended for traffic. Aircraft #1 turned into aircraft #2. The no-notice hold resulted in insufficient time to preplan holding instructions and traffic sits. There had been reroutes for WX avoidance which resulted in more aircraft than usual on the same airway, which increased the complexity and confusion when we were shut off by ZNY.

Title: ZOB RADAR CTLR RESPONDING TO A SUDDEN SHUTDOWN ON TFC INTO ZNY LOST SEPARATION WHILE ATTEMPTING TO GO INTO HOLDING.

Narrative: ACFT #1 WAS ISSUED A 360 DEG TURN FOR HOLDING BECAUSE ZNY REFUSED TO TAKE ANY ACFT. ACFT #2 WAS DSNDED FOR TFC. ACFT #1 TURNED INTO ACFT #2. THE NO-NOTICE HOLD RESULTED IN INSUFFICIENT TIME TO PREPLAN HOLDING INSTRUCTIONS AND TFC SITS. THERE HAD BEEN REROUTES FOR WX AVOIDANCE WHICH RESULTED IN MORE ACFT THAN USUAL ON THE SAME AIRWAY, WHICH INCREASED THE COMPLEXITY AND CONFUSION WHEN WE WERE SHUT OFF BY ZNY.
