Narrative:
When I came on duty, the person I relieved stated that this aircraft had the ground spoilers written up, and that the MEL probably wouldn't be cleared. Flight was dispatched 'without' speed and altitude restrs as required by MEL. 2 days later when I came on duty, I was told the flight spoilers were inoperative. This occurred due to the dispatcher failing to check and verify what exactly was written up. Also, the way the MEL lists are designed might have something to do with it. Instead of a 6 digit system xx-xx-xx would not an 8 digit system be better? I was told the ground spoilers were inoperative. That is MEL 27-61-01, but subdivided into 27-61-01-01 'ground spoilers' and 27-61-01-02 'flight spoilers.' it is easy to add the extra -01 when you are told that is what was wrong. This dispatcher will doublechk all MEL's prior to releasing flts.

Title: A B757 FLT IS DISPATCHED INCORRECTLY ACCORDING TO MEL, WITH THE ACFT'S INFLT SPOILERS BEING WRITTEN UP AS 'GND SPOILERS' AT ZZZ, US.
Narrative: WHEN I CAME ON DUTY, THE PERSON I RELIEVED STATED THAT THIS ACFT HAD THE GND SPOILERS WRITTEN UP, AND THAT THE MEL PROBABLY WOULDN'T BE CLRED. FLT WAS DISPATCHED 'WITHOUT' SPD AND ALT RESTRS AS REQUIRED BY MEL. 2 DAYS LATER WHEN I CAME ON DUTY, I WAS TOLD THE FLT SPOILERS WERE INOP. THIS OCCURRED DUE TO THE DISPATCHER FAILING TO CHK AND VERIFY WHAT EXACTLY WAS WRITTEN UP. ALSO, THE WAY THE MEL LISTS ARE DESIGNED MIGHT HAVE SOMETHING TO DO WITH IT. INSTEAD OF A 6 DIGIT SYS XX-XX-XX WOULD NOT AN 8 DIGIT SYS BE BETTER? I WAS TOLD THE GND SPOILERS WERE INOP.
