Narrative:
ATC deviation. I was PF departing runway 1 to comply with the published SID. When I copied my clearance it read depart runway 1 avoid P56 northwest noise abatement procedure. I reviewed the bulletin pictorial and noted I needed to make a left turn. During my before takeoff briefing I stated I would make a left turn as soon as possible, but did not know the heading. Dca tower cleared us for takeoff before we got to the end of the runway so we were a little rushed. The takeoff was uneventful with a left turn and the potomac river off the right side. Once the PNF was finished with the climb flow I would ask him to ask dca for what heading he would like us to fly. Seconds later we received an RA to 'don't climb.' ATC follows with turn right hard. I responded. After the RA was cleared, the PNF advised ATC we responded to an RA and asked what heading he would like. ATC said you are supposed to be over the river. ATC handed us off to the next controller and the rest of the flight went uneventfully. At day's end I reviewed the clearance departure and noise abatement procedures. I could not find what initial heading to turn to. A day later I found my mistake. I was reviewing everything except the front page middle portion of the bulletin, northwest departure intercept dca 328 degree radial. I only read the first paragraph then flipped to the back page to study the diagram thereby missing the instructions.

Narrative: ATC DEV. I WAS PF DEPARTING RWY 1 TO COMPLY WITH THE PUBLISHED SID. WHEN I COPIED MY CLRNC IT READ DEPART RWY 1 AVOID P56 NW NOISE ABATEMENT PROC. I REVIEWED THE BULLETIN PICTORIAL AND NOTED I NEEDED TO MAKE A L TURN. DURING MY BEFORE TKOF BRIEFING I STATED I WOULD MAKE A L TURN ASAP, BUT DID NOT KNOW THE HEADING. DCA TWR CLRED US FOR TKOF BEFORE WE GOT TO THE END OF THE RWY SO WE WERE A LITTLE RUSHED. THE TKOF WAS UNEVENTFUL WITH A L TURN AND THE POTOMAC RIVER OFF THE R SIDE. ONCE THE PNF WAS FINISHED WITH THE CLB FLOW I WOULD ASK HIM TO ASK DCA FOR WHAT HEADING HE WOULD LIKE US TO FLY. SECONDS LATER WE RECEIVED AN RA TO 'DON'T CLB.' ATC FOLLOWS WITH TURN R HARD. I RESPONDED. AFTER THE RA WAS CLRED, THE PNF ADVISED ATC WE RESPONDED TO AN RA AND ASKED WHAT HEADING HE WOULD LIKE. ATC SAID YOU ARE SUPPOSED TO BE OVER THE RIVER. ATC HANDED US OFF TO THE NEXT CTLR AND THE REST OF THE FLT WENT UNEVENTFULLY. AT DAY'S END I REVIEWED THE CLRNC DEP AND NOISE ABATEMENT PROCS. I COULD NOT FIND WHAT INITIAL HEADING TO TURN TO. A DAY LATER I FOUND MY MISTAKE. I WAS REVIEWING EVERYTHING EXCEPT THE FRONT PAGE MIDDLE PORTION OF THE BULLETIN, NW DEP INTERCEPT DCA 328 DEG RADIAL.
