Narrative:
While #1 for takeoff on runway 22R at ewr, we witnessed a potential landing accident. A cargo DC8 was holding in position. A B747 was on final, and lined up to land on runway 22R. This was not alarming because planes had been side stepping to runway 22L. However, when I looked outside, I noticed that the B747 was not side stepping. I mentioned to the captain and first officer 'what is going on?' and moments later tower sent the B747 around. My best guess is that the B747 was no more than 200-300 ft AGL when it initiated the go around. Callback conversation with reporter revealed the following information: the ASRS report was submitted to an official of the carrier's safety department. The official said that the crew of the observing B727 aircraft was quite upset about how close the B747 came to the DC8 as it passed overhead.

Title: A B747 ON A TWR ORDERED GAR AT EWR PASSES 200 TO 300 FT ABOVE A DC8 HOLDING IN POS FOR TKOF.
Narrative: WHILE #1 FOR TKOF ON RWY 22R AT EWR, WE WITNESSED A POTENTIAL LNDG ACCIDENT. A CARGO DC8 WAS HOLDING IN POS. A B747 WAS ON FINAL, AND LINED UP TO LAND ON RWY 22R. THIS WAS NOT ALARMING BECAUSE PLANES HAD BEEN SIDE STEPPING TO RWY 22L. HOWEVER, WHEN I LOOKED OUTSIDE, I NOTICED THAT THE B747 WAS NOT SIDE STEPPING. I MENTIONED TO THE CAPT AND FO 'WHAT IS GOING ON?' AND MOMENTS LATER TWR SENT THE B747 AROUND. MY BEST GUESS IS THAT THE B747 WAS NO MORE THAN 200-300 FT AGL WHEN IT INITIATED THE GAR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE ASRS RPT WAS SUBMITTED TO AN OFFICIAL OF THE CARRIER'S SAFETY DEPT. THE OFFICIAL SAID THAT THE CREW OF THE OBSERVING B727 ACFT WAS QUITE UPSET ABOUT HOW CLOSE THE B747 CAME TO THE DC8 AS IT PASSED OVERHEAD.
