Narrative:
While on approach to the ILS for runway 20 at altoona airport, we were handed off from ZOB to altoona FSS to complete the approach. I contacted altoona FSS and advised we were 6 mi out, inbound to ILS runway 20. Response from altoona was a WX advisory and 'no reported traffic in the area.' at 2 mi we reported the runway in sight and altoona FSS stated we were cleared to land runway 20, no traffic reported. At approximately 150 ft altitude above the runway I noticed a target approaching directly at us. The target was a sukhoi 26, single engine aircraft which had departed on runway 2. We took evasive action to the left and descended while the sukhoi continued to climb and depart the area eastbound. Contributing factors: marginal VFR conditions, uncontrolled field with a wide variety of aircraft, sukhoi pilot failed to follow standard airport procedures, sukhoi pilot departed an inactive runway with tailwind conditions, and sukhoi pilot did not use advisory frequency. In fact he was heard using XXX.xx which is the FBO frequency.

Title: NMAC BTWN A CPR TURBOPROP ON SHORT FINAL FOR RWY 20 AND A SUKHOI 26 TRAINER ON TKOF FROM RWY 2 AT AOO, PA.
Narrative: WHILE ON APCH TO THE ILS FOR RWY 20 AT ALTOONA ARPT, WE WERE HANDED OFF FROM ZOB TO ALTOONA FSS TO COMPLETE THE APCH. I CONTACTED ALTOONA FSS AND ADVISED WE WERE 6 MI OUT, INBOUND TO ILS RWY 20. RESPONSE FROM ALTOONA WAS A WX ADVISORY AND 'NO RPTED TFC IN THE AREA.' AT 2 MI WE RPTED THE RWY IN SIGHT AND ALTOONA FSS STATED WE WERE CLRED TO LAND RWY 20, NO TFC RPTED. AT APPROX 150 FT ALT ABOVE THE RWY I NOTICED A TARGET APCHING DIRECTLY AT US. THE TARGET WAS A SUKHOI 26, SINGLE ENG ACFT WHICH HAD DEPARTED ON RWY 2. WE TOOK EVASIVE ACTION TO THE L AND DSNDED WHILE THE SUKHOI CONTINUED TO CLB AND DEPART THE AREA EBOUND.
