Narrative:
Nosewheel steering failure on landing at ZZZ. Per MEL, ferried aircraft back home without passenger. When arriving at ZZZ1, upon gear extension, nose gear would not come down. Using alternate gear extension procedures, gear locked down and landing made. No problems. It was discovered that everyone in our operation was misinterping the MEL. Had we fully understood it and had all supplemental information been available to us, the ferry flight home would not have been made and the landing gear problem would not have happened. We (the entire flight department) are reviewing all MEL procedures so we fully understand what we can and cannot fly with. FAA and NTSB were contacted to see if reports needed to be filed, and they declined. No investigation regarding nose gear problem.

Title: CL60 CREW FLEW THE ACFT WITH AN IMPROPERLY MEL'ED INOP NOSEWHEEL STEERING FAILURE.
Narrative: NOSEWHEEL STEERING FAILURE ON LNDG AT ZZZ. PER MEL, FERRIED ACFT BACK HOME WITHOUT PAX. WHEN ARRIVING AT ZZZ1, UPON GEAR EXTENSION, NOSE GEAR WOULD NOT COME DOWN. USING ALTERNATE GEAR EXTENSION PROCS, GEAR LOCKED DOWN AND LNDG MADE. NO PROBS. IT WAS DISCOVERED THAT EVERYONE IN OUR OP WAS MISINTERPING THE MEL. HAD WE FULLY UNDERSTOOD IT AND HAD ALL SUPPLEMENTAL INFO BEEN AVAILABLE TO US, THE FERRY FLT HOME WOULD NOT HAVE BEEN MADE AND THE LNDG GEAR PROB WOULD NOT HAVE HAPPENED. WE (THE ENTIRE FLT DEPT) ARE REVIEWING ALL MEL PROCS SO WE FULLY UNDERSTAND WHAT WE CAN AND CANNOT FLY WITH. FAA AND NTSB WERE CONTACTED TO SEE IF RPTS NEEDED TO BE FILED, AND THEY DECLINED.
