Narrative:
Did not have flight attendant on board with passenger on aircraft. Aircraft arrived at gate with through passenger for a pilot only crew change. FAA inspector was going to give us a line check to fll. When I returned from outside of aircraft an operations agent had brought 2 air marshals down for a briefing in the jetway. I noticed 3 people in the jetway in flight attendant type uniforms and wrongly assumed 2 to be flight attendants and 1 operations agent. All 3 were flight attendants, which the inspector brought to our attention. We had 1 flight attendant return to the interior of the entrance way and completed briefing with the fam's.' in the future I think this can be avoided by making sure flight attendants are aware that the 3RD flight attendant must remain on board with through passenger and receive the briefing from another crew member.
