Narrative:
Pilot of E145 requested to me on clearance delivery position why a B777 was held on perpendicular taxiway P tail south while landing runway 28L. The pilot reported immediately after 'planting the main wheels' that he encountered the jet blast pushing his aircraft sideways creating a very unsafe condition. I advised the pilot that aircraft was being crossed over for runway 28R departure, and that my technique as well as most controllers is to not hold, but keep the aircraft moving so as to minimize the possibility of such severe conditions. I informed the supervisor who passed the information onto the local controller. I recommended to the supervisor to create a pre-position duty read and initial item for all. I also requested the pilot fill out a NASA form, and advised him I would be doing so.

Title: E145 PLT CONTACTED SFO TWR AFTER LNDG WANTING TO KNOW WHY A B777 WAS BTWN THE RWYS ON TXWY P, CAUSING JET BLAST, PUSHING HIM SIDEWAYS WHILE LNDG.
Narrative: PLT OF E145 REQUESTED TO ME ON CLRNC DELIVERY POS WHY A B777 WAS HELD ON PERPENDICULAR TXWY P TAIL S WHILE LNDG RWY 28L. THE PLT RPTED IMMEDIATELY AFTER 'PLANTING THE MAIN WHEELS' THAT HE ENCOUNTERED THE JET BLAST PUSHING HIS ACFT SIDEWAYS CREATING A VERY UNSAFE CONDITION. I ADVISED THE PLT THAT ACFT WAS BEING CROSSED OVER FOR RWY 28R DEP, AND THAT MY TECHNIQUE AS WELL AS MOST CTLRS IS TO NOT HOLD, BUT KEEP THE ACFT MOVING SO AS TO MINIMIZE THE POSSIBILITY OF SUCH SEVERE CONDITIONS. I INFORMED THE SUPVR WHO PASSED THE INFO ONTO THE LCL CTLR. I RECOMMENDED TO THE SUPVR TO CREATE A PRE-POSITION DUTY READ AND INITIAL ITEM FOR ALL. I ALSO REQUESTED THE PLT FILL OUT A NASA FORM, AND ADVISED HIM I WOULD BE DOING SO.
