Narrative:
Aircraft forward cargo door was removed during d-chk in 'a' bay, part number X, serial number X. Door was worked on in 'a' bay. Corner frame removed and inner skin peeled back. At some point, door was xferred to structure support shop. No supporting paperwork was xferred with the door. As of XA50, oct/tue/02, the door showed to be still installed on aircraft and svcable. Structure support lead presented me with routine inspection paperwork to be performed on door. I refused to do so until a write-up or repair order could be produced. I was told that the door also had a skin crack (outer). The shop mechanic was working the crack with no supporting paperwork. This is an ongoing and persistent problem and not limited to this event only.

Title: A B737-300 FORWARD CARGO DOOR WAS REMOVED FOR STRUCTURAL REPAIR WITH NO WRITE-UPS ON DOOR CONDITION AND REPAIR WAS MADE IMPROPERLY.
Narrative: ACFT FORWARD CARGO DOOR WAS REMOVED DURING D-CHK IN 'A' BAY, PART NUMBER X, SERIAL NUMBER X. DOOR WAS WORKED ON IN 'A' BAY. CORNER FRAME REMOVED AND INNER SKIN PEELED BACK. AT SOME POINT, DOOR WAS XFERRED TO STRUCTURE SUPPORT SHOP. NO SUPPORTING PAPERWORK WAS XFERRED WITH THE DOOR. AS OF XA50, OCT/TUE/02, THE DOOR SHOWED TO BE STILL INSTALLED ON ACFT AND SVCABLE. STRUCTURE SUPPORT LEAD PRESENTED ME WITH ROUTINE INSPECTION PAPERWORK TO BE PERFORMED ON DOOR. I REFUSED TO DO SO UNTIL A WRITE-UP OR REPAIR ORDER COULD BE PRODUCED. I WAS TOLD THAT THE DOOR ALSO HAD A SKIN CRACK (OUTER). THE SHOP MECH WAS WORKING THE CRACK WITH NO SUPPORTING PAPERWORK. THIS IS AN ONGOING AND PERSISTENT PROB AND NOT LIMITED TO THIS EVENT ONLY.
