Narrative:
I was called out to work aircraft X for a nosewheel steering fault. The write-up was nosewheel steering failed on retraction. I cleaned the nosewheel steering actuator and checked the system. Had no icss message, so I went through the aircraft maintenance manual 32-50 to operations check. I was in the midst of checking the nosewheel steering ecu when the supervisor on shift was pressuring me to sign the aircraft off. He was telling me the manufacturer had put out a service bulletin about the problem and that it was a nuisance problem. I told mr X that I needed to check out the ecu to see if there were any codes or faults. I wasn't allowed to do this step because he felt that the service bulletin covered the problem. I need to do this step in the aircraft maintenance manual, but wasn't allowed to. The plane later diverted in to ZZZ1.

Title: A CANADAIR CL65 WAS DISPATCHED IN NON COMPLIANCE WITH A NOSEWHEEL STEERING FAILURE AND MAINT MANUAL REPAIR PROCS WERE INCOMPLETE.
Narrative: I WAS CALLED OUT TO WORK ACFT X FOR A NOSEWHEEL STEERING FAULT. THE WRITE-UP WAS NOSEWHEEL STEERING FAILED ON RETRACTION. I CLEANED THE NOSEWHEEL STEERING ACTUATOR AND CHKED THE SYS. HAD NO ICSS MESSAGE, SO I WENT THROUGH THE ACFT MAINT MANUAL 32-50 TO OPS CHK. I WAS IN THE MIDST OF CHKING THE NOSEWHEEL STEERING ECU WHEN THE SUPVR ON SHIFT WAS PRESSURING ME TO SIGN THE ACFT OFF. HE WAS TELLING ME THE MANUFACTURER HAD PUT OUT A SVC BULLETIN ABOUT THE PROB AND THAT IT WAS A NUISANCE PROB. I TOLD MR X THAT I NEEDED TO CHK OUT THE ECU TO SEE IF THERE WERE ANY CODES OR FAULTS.
