Narrative:
While on an approximately 5 mi, visual approach to bhm runway 24, I heard tower clear an aircraft for takeoff on runway 36. Due to the turbulent ride we were getting, I elected to hand-fly the visual approach. We were cleared to land. Since tower didn't mention the aircraft taking off, as well as being a good distance from the runway, I dismissed the aircraft as a non-factor. Runway 24 has a displaced threshold (approximately 1500-2000 ft). Runway 36 intersects this displaced threshold (approximately 3/4 of the way down). While on short final (400 ft AGL), I heard the controller tell an aircraft to start its crosswind. Remembering the controller clearing an aircraft for takeoff earlier, I glanced out my side window to see a C172 in a steep climbing right turn. I estimate that we came within 200 ft of each other. After landing, I called the controller to see what happened. He stated that the winds were giving him fits (ATIS, 311 degrees at 11 KTS). Also, due to the location of the control tower, he may not have realized how close we did come.

Title: CL65 CREW LNDG BHM CONFLICT WITH A C172 THAT HAD DEPARTED A XING RWY.
Narrative: WHILE ON AN APPROX 5 MI, VISUAL APCH TO BHM RWY 24, I HEARD TWR CLR AN ACFT FOR TKOF ON RWY 36. DUE TO THE TURBULENT RIDE WE WERE GETTING, I ELECTED TO HAND-FLY THE VISUAL APCH. WE WERE CLRED TO LAND. SINCE TWR DIDN'T MENTION THE ACFT TAKING OFF, AS WELL AS BEING A GOOD DISTANCE FROM THE RWY, I DISMISSED THE ACFT AS A NON-FACTOR. RWY 24 HAS A DISPLACED THRESHOLD (APPROX 1500-2000 FT). RWY 36 INTERSECTS THIS DISPLACED THRESHOLD (APPROX 3/4 OF THE WAY DOWN). REMEMBERING THE CTLR CLRING AN ACFT FOR TKOF EARLIER, I GLANCED OUT MY SIDE WINDOW TO SEE A C172 IN A STEEP CLBING R TURN. I ESTIMATE THAT WE CAME WITHIN 200 FT OF EACH OTHER. AFTER LNDG, I CALLED THE CTLR TO SEE WHAT HAPPENED. HE STATED THAT THE WINDS WERE GIVING HIM FITS (ATIS, 311 DEGS AT 11 KTS). ALSO, DUE TO THE LOCATION OF THE CTL TWR, HE MAY NOT HAVE REALIZED HOW CLOSE WE DID COME.
