Narrative:
For some months now, I have been a lone voice. I have filled out all the correct paperwork and spoken with all the correct people. The scheduling department at my airline has been incorrectly stating flight duty rest times. Most require paperwork to be changed. My event occurred on oct/fri/02 at XA40 in operations. I came on duty at AM30. I was called 3 hours later. The trip had a show time of PM50. I showed at XA40 (in operations) to call scheduling about the incorrect report time, AM30 not PM50). Scheduling clerk answered and placed me on hold. 5-7 mins later (on hold) I hung up and tried again. She answered. I advised of a need to change my duty report time to AM50. 'Hold please.' then she told me that a supervisor had advised her we do not do that anymore! I was told that I was informed of the trip earlier and I was not entitled to PM30. The scheduling department is based on a program (for schedulers) called 'sbs.' someone, on purpose or not, when assigning the trip to me, canceled my reserve duty period, therefore, no one knew I'd been on duty since AM30. After a further look and my mentioning that a change in my rest period without my knowledge was a violation of the FARS, scheduling then changed my duty time back, but they told me that they were going to put me back on duty from AM30 to PM50 and then place me back on duty at XA50 for the trip. I did not agree - this was wrong. They insistently stated this was legal. I insist that it was not legal. After some discussion, I signed for the trip. At xyz airlines we have only 1 chief pilot. That is one chief pilot for 600 pilots. We also have a base manager and duty officer, both of which are not pilots or can be management (non flying). Since the chief pilot is my chain of command, and not in, I flew. A chief pilot is the only person that can tell me to fly when I feel I am illegal. Since that has to be in writing/facsimile/or other, since I could not get him, I flew.

SOMEONE, ON PURPOSE OR NOT, WHEN ASSIGNING THE TRIP TO ME, CANCELED MY RESERVE DUTY PERIOD, THEREFORE, NO ONE KNEW I'D BEEN ON DUTY SINCE AM30. AFTER A FURTHER LOOK AND MY MENTIONING THAT A CHANGE IN MY REST PERIOD WITHOUT MY KNOWLEDGE WAS A VIOLATION OF THE FARS, SCHEDULING THEN CHANGED MY DUTY TIME BACK, BUT THEY TOLD ME THAT THEY WERE GOING TO PUT ME BACK ON DUTY FROM AM30 TO PM50 AND THEN PLACE ME BACK ON DUTY AT XA50 FOR THE TRIP. I DID NOT AGREE - THIS WAS WRONG. THEY INSISTENTLY STATED THIS WAS LEGAL. I INSIST THAT IT WAS NOT LEGAL. AFTER SOME DISCUSSION, I SIGNED FOR THE TRIP. AT XYZ AIRLINES WE HAVE ONLY 1 CHIEF PLT. THAT IS ONE CHIEF PLT FOR 600 PLTS. WE ALSO HAVE A BASE MGR AND DUTY OFFICER, BOTH OF WHICH ARE NOT PLTS OR CAN BE MGMNT (NON FLYING). SINCE THE CHIEF PLT IS MY CHAIN OF COMMAND, AND NOT IN, I FLEW.
