Narrative:

We were parked at the FBO in sfo. We were cleared to taxi to runway 1L via taxiway D, hold short of runway 28R at taxiway D. While holding short, we were cleared to cross runway 28R and runway 28L taxi to runway 1L via taxiway B. We crossed runway 28R with no problem. While getting ready to cross runway 28L, I looked towards the approach end of runway 28L and saw a B747 on the runway. He appeared to be holding on the runway. So we increased thrust to get across runway 28L. As we came to the middle of the runway, I again looked at the B747, but this time he was rotating about 2000 ft from us. By the time we got off of the runway, it was over our aircraft. Nothing was said on ground control. However, a male voice took over the frequency. Previously, it had been a female controller. Finally, before our flight, in the FBO, I read a big notice that had been written by the airport concerning the need to be vigilant about runway incursions.

Title: A B747 ROTATED OFF SFO RWY 28L OVER A C560 THAT HAD BEEN INSTRUCTED TO CROSS THE RWY.

Narrative: WE WERE PARKED AT THE FBO IN SFO. WE WERE CLRED TO TAXI TO RWY 1L VIA TXWY D, HOLD SHORT OF RWY 28R AT TXWY D. WHILE HOLDING SHORT, WE WERE CLRED TO CROSS RWY 28R AND RWY 28L TAXI TO RWY 1L VIA TXWY B. WE CROSSED RWY 28R WITH NO PROB. WHILE GETTING READY TO CROSS RWY 28L, I LOOKED TOWARDS THE APCH END OF RWY 28L AND SAW A B747 ON THE RWY. HE APPEARED TO BE HOLDING ON THE RWY. SO WE INCREASED THRUST TO GET ACROSS RWY 28L. AS WE CAME TO THE MIDDLE OF THE RWY, I AGAIN LOOKED AT THE B747, BUT THIS TIME HE WAS ROTATING ABOUT 2000 FT FROM US. BY THE TIME WE GOT OFF OF THE RWY, IT WAS OVER OUR ACFT. NOTHING WAS SAID ON GND CTL. HOWEVER, A MALE VOICE TOOK OVER THE FREQ. PREVIOUSLY, IT HAD BEEN A FEMALE CTLR. FINALLY, BEFORE OUR FLT, IN THE FBO, I READ A BIG NOTICE THAT HAD BEEN WRITTEN BY THE ARPT CONCERNING THE NEED TO BE VIGILANT ABOUT RWY INCURSIONS.
