Narrative:
Due to a loss of radar vectoring, all aircraft on frequency became concerned with position. When I encountered 'VFR' conditions well past this airport (I was now in mexico), I declared an emergency and vacated 3000 ft to 2000 ft MSL (WX was less than 2500 ft and 10 SM visibility) and proceeded to hrl for a normal landing.

Title: DC9-15 CREW ENTERED MEXICAN AIRSPACE AFTER HRL APCH CTLR DID NOT REVERT TO NON RADAR PROCS AFTER ATC RADAR FAILURE.
Narrative: DUE TO A LOSS OF RADAR VECTORING, ALL ACFT ON FREQ BECAME CONCERNED WITH POS.
