Narrative:

While performing first flight of the day checks, the flaps were selected from zero degrees to 20 degrees. A 'flaps fail' message occurred and the flaps failed at zero degrees. Maintenance was advised and a discrepancy was entered into the aircraft discrepancy log. Maintenance was also informed of a prior 'flaps fail' message in the aircraft deferred discrepancy log. Maintenance performed its procedure and cleared the discrepancy from the aircraft log. Crew was cleared for further operations.
