Narrative:
Both aircraft were traffic for each other. Both were issued 15 degree turns to the right. Aircraft #1 read back '15 degrees left' when conflict became apparent, both aircraft were turned an additional 20 degrees right. Aircraft #1 then responded to TCASII RA and descended below FL310.
