Narrative:

Ground handler in cancun, mexico, handed me a sheet of paper with the passenger/bag count that was loaded on the aircraft. I asked the handler, 'how are the bags loaded and in what location?' we were told 46 aft, 27 mid. The weight and balance was completed using this information. Upon landing in cvg, we were met by the FAA who informed us all bags were located aft. Recommendations: because of language difference and the variety of methods used to label bag bins, a worksheet showing aircraft profile with each bin shown would be helpful. All that would be needed is to fill in the number of bags and hand this to the crew. The numbers were reworked and the center of gravity was well within the allowable limit in both cases.

Title: MD80 FLC DISCOVERS CARGO LOADED IMPROPERLY UPON LNDG AT CVG.

Narrative: GND HANDLER IN CANCUN, MEXICO, HANDED ME A SHEET OF PAPER WITH THE PAX/BAG COUNT THAT WAS LOADED ON THE ACFT. I ASKED THE HANDLER, 'HOW ARE THE BAGS LOADED AND IN WHAT LOCATION?' WE WERE TOLD 46 AFT, 27 MID. THE WT AND BAL WAS COMPLETED USING THIS INFO. UPON LNDG IN CVG, WE WERE MET BY THE FAA WHO INFORMED US ALL BAGS WERE LOCATED AFT. RECOMMENDATIONS: BECAUSE OF LANGUAGE DIFFERENCE AND THE VARIETY OF METHODS USED TO LABEL BAG BINS, A WORKSHEET SHOWING ACFT PROFILE WITH EACH BIN SHOWN WOULD BE HELPFUL. ALL THAT WOULD BE NEEDED IS TO FILL IN THE NUMBER OF BAGS AND HAND THIS TO THE CREW. THE NUMBERS WERE REWORKED AND THE CTR OF GRAVITY WAS WELL WITHIN THE ALLOWABLE LIMIT IN BOTH CASES.
