Narrative:
FL350 prior to dikas on UG1 to dvr with london on frequency 129.37, was told to maintain present heading of 108 degrees. About 1 min later, aircraft X was told to turn left to heading 100 degrees. Pilots noticed an aircraft on TCASII at left 9-10 O'clock position, descending. We picked up aircraft Y visually and told london and asked them what they wanted us to do. London instructed us to continue turn to 070 degrees and aircraft Y was told to turn right to 130 degrees. We did not initiate our left turn due to traffic in sight and aircraft Y appeared to be a conflict. London stopped aircraft Y's descent and told them to climb to FL355. London continued to give conflicting turns to both aircraft. We refused to turn left into aircraft Y until they stopped their descent and climbed to FL360. Then london stated that he had mislabeled (switched) aircraft X and aircraft Y on his radar screen and asked us to file a report. Aircraft Y also stated they had us in sight and did not initiate their turn. In retrospect, the london controller was trying to turn us away from each other as aircraft Y was descending through our altitude, but in reality, due to controller error, he was actually trying to turn us into each other. TCASII turned red -- no aural alerts.
