Narrative:
Upon initial power reduction after takeoff on runway 4L, flaps 5 degrees was selected, flight level change and set top bug was executed on MCP. Right throttle remained at takeoff thrust (full power takeoff due to engine anti-ice on) autothrottles were disconnected, and an attempt was made to manually reduce the right throttle. Right throttle remained jammed at takeoff power, a force of approximately 25-50 pounds was required to break loose the throttle and power was reduced. PF's attention was diverted to asymmetrical thrust situation and mandatory ATC leveloff altitude of 2500 ft MSL, resulting in flaps 5 degrees overspd by approximately 20 KTS.

Title: A B757-200 ON TKOF CLB HAD THE #2 ENG THRUST LEVER JAM CAUSING ASYMMETRICAL THRUST INCURRING A FLAP OVERSPD BY 20 KTS.
Narrative: UPON INITIAL PWR REDUCTION AFTER TKOF ON RWY 4L, FLAPS 5 DEGS WAS SELECTED, FLT LEVEL CHANGE AND SET TOP BUG WAS EXECUTED ON MCP. R THROTTLE REMAINED AT TKOF THRUST (FULL PWR TKOF DUE TO ENG ANTI-ICE ON) AUTOTHROTTLES WERE DISCONNECTED, AND AN ATTEMPT WAS MADE TO MANUALLY REDUCE THE R THROTTLE. R THROTTLE REMAINED JAMMED AT TKOF PWR, A FORCE OF APPROX 25-50 LBS WAS REQUIRED TO BREAK LOOSE THE THROTTLE AND PWR WAS REDUCED. PF'S ATTN WAS DIVERTED TO ASYMMETRICAL THRUST SIT AND MANDATORY ATC LEVELOFF ALT OF 2500 FT MSL, RESULTING IN FLAPS 5 DEGS OVERSPD BY APPROX 20 KTS.
