Narrative:
During removal and replacement of elevator feel actuator prior to flight on nov/mon/02, missed needing to have work bought off by required FAA inspection item. Removal and replacement of part was done in accordance with all applicable maintenance manuals. Flight was to leave at XA43. At XA00, while still in work on aircraft, received phone call that my father was in emergency surgery. Felt very pressed to make flight and get to my father. We have 2 widebody transport aircraft at this station, and on this shift only, 3 people, 2 of which work. Communication for help is bad on this shift as co-workers are combative. I felt that I could not pass work or ask for help as answer before has been no. My attention was placed on my father as he has been in the hospital for the past month with heart problems. During phone call, situation with my father, the caller said the doctor relayed his chances were not good. On entering signoff into computer system, the rii inquiry screen did not appear. It always appears in air traffic area 34, but did not appear in air traffic area 27.

Title: A DC10-10 WAS DISPATCHED IN NON COMPLIANCE WITH AN ELEVATOR FEEL ACTUATOR REPLACED BUT RELEASED FOR SVC WITHOUT FAA REQUIRED INSPECTION.
Narrative: DURING REMOVAL AND REPLACEMENT OF ELEVATOR FEEL ACTUATOR PRIOR TO FLT ON NOV/MON/02, MISSED NEEDING TO HAVE WORK BOUGHT OFF BY REQUIRED FAA INSPECTION ITEM. REMOVAL AND REPLACEMENT OF PART WAS DONE IN ACCORDANCE WITH ALL APPLICABLE MAINT MANUALS. FLT WAS TO LEAVE AT XA43. AT XA00, WHILE STILL IN WORK ON ACFT, RECEIVED PHONE CALL THAT MY FATHER WAS IN EMER SURGERY. FELT VERY PRESSED TO MAKE FLT AND GET TO MY FATHER.
