Narrative:
I was informed by management that layering of materials, known as 'piggybacking', was an 'illegal' process. My research was performed and completed by dec/wed/02 and could not find any documentation stating that this procedure was 'illegal.' leadership did not take the proper step to put projects into work in a timely manner. Lack of information in eso, eco, ccm, on installation of decorative material. Supplemental information reported on acn 570590: A-300 lavatories that come into the shop for repair are sent back to the aircraft with multiple layers of material on them, which is known as 'piggybacking.' I can't find out if this is an illegal practice as I have been told. So, I decided to err on the side of caution and disclose this. I have never piggybacked material, and I can't do anything to stop it from happening. Supplemental information reported on acn 570800: I was instructed to do the piggybacking process, and it has been a shop practice for yrs. Supplemental information reported on acn 570801: yrs ago, I piggybacked some parts in my shop. At the time, it was shop practice. I stopped piggybacking, and now strip all paper off walls.

Narrative: I WAS INFORMED BY MGMNT THAT LAYERING OF MATERIALS, KNOWN AS 'PIGGYBACKING', WAS AN 'ILLEGAL' PROCESS. MY RESEARCH WAS PERFORMED AND COMPLETED BY DEC/WED/02 AND COULD NOT FIND ANY DOCUMENTATION STATING THAT THIS PROC WAS 'ILLEGAL.' LEADERSHIP DID NOT TAKE THE PROPER STEP TO PUT PROJECTS INTO WORK IN A TIMELY MANNER. LACK OF INFO IN ESO, ECO, CCM, ON INSTALLATION OF DECORATIVE MATERIAL.
