Narrative:
#2 (right) engine started nominally. #1 engine (left), did not achieve ignition and the start was aborted. The mechanic on the headset was notified and he asked which igniter was selected so that he could advise maintenance control. The 'B' igniter had been selected. The 'a' igniter was selected and the engine started nominally. Crew contacted maintenance control via VHF to obtain MEL deferral information. Maintenance control asked if problem occurred before or after blockout. I instructed the first officer to tell them it was after blockout. Maintenance control said that the item was not underlined and no deferral was required. We continued to destination, and the discrepancy was entered in the maintenance logbook. Investigation of the MEL revealed that the 'B' igniter is not listed. The 'B' igniter is the one that can be pwred by the battery, and shouldn't be deferred. Maintenance control could have helped by stating that this igniter is not listed, but their emphasis was on aircraft 'blockout' status.
Original NASA ASRS Text
Title: AN AIRBUS 300-600 WAS DISPATCHED IN NON COMPLIANCE WITH THE ENG 'B' SYS IGNITION DEFERRED IN CONFLICT WITH THE MEL.
Narrative: #2 (R) ENG STARTED NOMINALLY. #1 ENG (L), DID NOT ACHIEVE IGNITION AND THE START WAS ABORTED. THE MECH ON THE HEADSET WAS NOTIFIED AND HE ASKED WHICH IGNITER WAS SELECTED SO THAT HE COULD ADVISE MAINT CTL. THE 'B' IGNITER HAD BEEN SELECTED. THE 'A' IGNITER WAS SELECTED AND THE ENG STARTED NOMINALLY. CREW CONTACTED MAINT CTL VIA VHF TO OBTAIN MEL DEFERRAL INFO. MAINT CTL ASKED IF PROB OCCURRED BEFORE OR AFTER BLOCKOUT. I INSTRUCTED THE FO TO TELL THEM IT WAS AFTER BLOCKOUT. MAINT CTL SAID THAT THE ITEM WAS NOT UNDERLINED AND NO DEFERRAL WAS REQUIRED. WE CONTINUED TO DEST, AND THE DISCREPANCY WAS ENTERED IN THE MAINT LOGBOOK. INVESTIGATION OF THE MEL REVEALED THAT THE 'B' IGNITER IS NOT LISTED. THE 'B' IGNITER IS THE ONE THAT CAN BE PWRED BY THE BATTERY, AND SHOULDN'T BE DEFERRED. MAINT CTL COULD HAVE HELPED BY STATING THAT THIS IGNITER IS NOT LISTED, BUT THEIR EMPHASIS WAS ON ACFT 'BLOCKOUT' STATUS.
