Narrative:
While descending on the madwin 4 arrival to oakland, ca, we crossed sharr intersection at 10000 ft and 280 KTS (a not to exceed speed assigned by ATC). We queried the controller about crossing catty intersection at 8000 ft, as we were approaching catty and would not be able to make the 8000 ft crossing if we didn't start down soon. The controller then gave us the 8000 ft crossing restr at catty. I immediately start out of 10000 ft to make the restr, but I was still at 280 KTS. The controller asked us about our airspeed, and we responded '280 KTS.' this occurred when we were at 9750 ft, and I immediately slowed to 240 KTS with speed brakes. He pointed out traffic ahead for us to follow, and said that we were 80 KTS faster. I slowed another 80 KTS to follow traffic. There was no further comment from the controller about our airspeed, so I don't think there was any spacing problem as this aircraft was 5 mi ahead of us, but we were above 250 KTS slightly below 10000 ft before I began to slow. I think the problem lies with both the controller and ourselves. The controller was late giving us the crossing restr -- causing us to rush. I think our inattn on the airspeed was caused by fatigue, as this was the last day of an 8 day trip, and we had flown 29 hard hours of flying with 5 transcontinental xings and 2 legs on this last day.

Title: A300 FLC, ATTEMPTING TO REDUCE AIRSPD AND BEGIN DSCNT ON THE MADWIN ARR INTO OAK, ARE INITIALLY ABOVE 250 KTS BELOW 10000 FT BEFORE RECOGNIZING THEIR ERROR.
Narrative: WHILE DSNDING ON THE MADWIN 4 ARR TO OAKLAND, CA, WE CROSSED SHARR INTXN AT 10000 FT AND 280 KTS (A NOT TO EXCEED SPD ASSIGNED BY ATC). WE QUERIED THE CTLR ABOUT XING CATTY INTXN AT 8000 FT, AS WE WERE APCHING CATTY AND WOULD NOT BE ABLE TO MAKE THE 8000 FT XING IF WE DIDN'T START DOWN SOON. THE CTLR THEN GAVE US THE 8000 FT XING RESTR AT CATTY. I IMMEDIATELY START OUT OF 10000 FT TO MAKE THE RESTR, BUT I WAS STILL AT 280 KTS. THE CTLR ASKED US ABOUT OUR AIRSPD, AND WE RESPONDED '280 KTS.' THIS OCCURRED WHEN WE WERE AT 9750 FT, AND I IMMEDIATELY SLOWED TO 240 KTS WITH SPD BRAKES. HE POINTED OUT TFC AHEAD FOR US TO FOLLOW, AND SAID THAT WE WERE 80 KTS FASTER. I SLOWED ANOTHER 80 KTS TO FOLLOW TFC. I THINK OUR INATTN ON THE AIRSPD WAS CAUSED BY FATIGUE, AS THIS WAS THE LAST DAY OF AN 8 DAY TRIP, AND WE HAD FLOWN 29 HARD HRS OF FLYING WITH 5 TRANSCONTINENTAL XINGS AND 2 LEGS ON THIS LAST DAY.
