Narrative:
10-15 mins after departure, received indication 'hydraulic #1 low quantity.' decided to continue and have svced in sbn. 5 mins later, total failure of system #1 hydraulics. Captain and I decided to return while troubleshooting. We referenced the emergency procedures handbook and closely followed the checklist. We were able to bring the #1 system (hydraulic) back up, temporarily. 5 mins later, it failed again. At this point, we declared an emergency. The #2 hydraulic system was functioning normally. We landed with new calculated performance uneventfully. Maintenance met our aircraft. We deplaned passenger onto a bus and were towed back to the gate.
