Narrative:
I assigned technician X to change the #3 slat actuator on aircraft X. They returned later and told me they could not get the air driven hydraulic pump to work. I gave them permission to use the aircraft hydraulic system. I later heard a loud cracking noise and yelled to shut off the hydraulic pumps.

Title: A B737-800 INCURRED DAMAGE TO THE #1 ENG FAN REVERSER COWLING AND #3 LEADING EDGE SLAT WHEN LEADING EDGE DEVICES WERE INADVERTENTLY LOWERED ON THE OPEN ENG COWL.
Narrative: I ASSIGNED TECHNICIAN X TO CHANGE THE #3 SLAT ACTUATOR ON ACFT X. THEY RETURNED LATER AND TOLD ME THEY COULD NOT GET THE AIR DRIVEN HYD PUMP TO WORK. I GAVE THEM PERMISSION TO USE THE ACFT HYD SYS. I LATER HEARD A LOUD CRACKING NOISE AND YELLED TO SHUT OFF THE HYD PUMPS.
