Narrative:
All ramp, txwys, and runways were wet. Braking action was reported as poor on the taxiway. There was black ice on intxns H and B. Aircraft slid off taxiway. There was no nosewheel steering or brakes. Braking action was actually nil. I can think of no corrective actions. It was dawn, little aircraft movement. Supplemental information from acn 569571: after de-ice procedures and pushback, rno ground control was called for taxi clearance. Clearance was to taxi to runway 16R via taxiway bravo. When approaching taxiway bravo on taxiway hotel, aircraft hit a patch of clear black ice. Captain said he had no nosewheel steering, and when he applied brakes, aircraft continued on in straight direction departing the east side of taxiway bravo. The aircraft never came to a stop, and the captain elected to taxi back onto taxiway bravo. Rno airport operations said we had taken out a taxiway light, but no apparent damage to the aircraft. Taxied back to gate and called maintenance and dispatch.

CAPT SAID HE HAD NO NOSEWHEEL STEERING, AND WHEN HE APPLIED BRAKES, ACFT CONTINUED ON IN STRAIGHT DIRECTION DEPARTING THE E SIDE OF TXWY BRAVO. THE ACFT NEVER CAME TO A STOP, AND THE CAPT ELECTED TO TAXI BACK ONTO TXWY BRAVO. RNO ARPT OPS SAID WE HAD TAKEN OUT A TXWY LIGHT, BUT NO APPARENT DAMAGE TO THE ACFT.
