Narrative:
Oakland airport has recently received new r-acd tower radar displays, ARTS 3-E, new landline communication system, all of which went on line at once. My training for the system was much less than FAA standard. This added stress, caused excessive 'head down' time resulting in a separation not ensured situation.

Title: OAK ATCT LCL CTLR BECAME DISTR USING NEW TWR EQUIP AND DID NOT NOTICE TFC LNDG OVER AN ACFT IN POS.
Narrative: OAKLAND ARPT HAS RECENTLY RECEIVED NEW R-ACD TWR RADAR DISPLAYS, ARTS 3-E, NEW LANDLINE COM SYS, ALL OF WHICH WENT ON LINE AT ONCE. MY TRAINING FOR THE SYS WAS MUCH LESS THAN FAA STANDARD. THIS ADDED STRESS, CAUSED EXCESSIVE 'HEAD DOWN' TIME RESULTING IN A SEPARATION NOT ENSURED SIT.
