Narrative:
Departed ord runway 22L clearance to 13000 ft. While in right turn to 310 degrees, traffic called at 12 O'clock. While in right turn, controller gave us a left turn to 250 degrees to put us behind the 12 O'clock traffic. While in left turn, still climbing to 13000 ft, RA received to descend. First officer called RA on traffic and descending. Controller said to turn further left to 220 degrees and 'tighten up turn.' second RA received, this time to climb. We were below 8000 ft, but now climbing to 13000 ft as was our clearance. Radio was very busy, and cockpit was busier. Autoplt was turned off at first RA, and captain was flying. Controller questioned our altitude. We replied that we had 2 RA's. Switched to next controller. Called flight attendants to confirm all ok in back. No information from ATC until almost san and they gave us a number to call ord TRACON. The supervisor that I talked to said they had lost separation, and that they were blaming it as a pilot deviation. We were IMC during the whole situation.

Narrative: DEPARTED ORD RWY 22L CLRNC TO 13000 FT. WHILE IN R TURN TO 310 DEGS, TFC CALLED AT 12 O'CLOCK. WHILE IN R TURN, CTLR GAVE US A L TURN TO 250 DEGS TO PUT US BEHIND THE 12 O'CLOCK TFC. WHILE IN L TURN, STILL CLBING TO 13000 FT, RA RECEIVED TO DSND. FO CALLED RA ON TFC AND DSNDING. CTLR SAID TO TURN FURTHER L TO 220 DEGS AND 'TIGHTEN UP TURN.' SECOND RA RECEIVED, THIS TIME TO CLB. WE WERE BELOW 8000 FT, BUT NOW CLBING TO 13000 FT AS WAS OUR CLRNC. RADIO WAS VERY BUSY, AND COCKPIT WAS BUSIER. AUTOPLT WAS TURNED OFF AT FIRST RA, AND CAPT WAS FLYING. CTLR QUESTIONED OUR ALT. WE REPLIED THAT WE HAD 2 RA'S. SWITCHED TO NEXT CTLR. CALLED FLT ATTENDANTS TO CONFIRM ALL OK IN BACK. NO INFO FROM ATC UNTIL ALMOST SAN AND THEY GAVE US A NUMBER TO CALL ORD TRACON. THE SUPVR THAT I TALKED TO SAID THEY HAD LOST SEPARATION, AND THAT THEY WERE BLAMING IT AS A PLTDEV. WE WERE IMC DURING THE WHOLE SIT.
