Narrative:
We received a 'flaps fail' message on approach to cyul. The flaps failed at 23 degrees when selected for 30 degrees. We went missed approach and were given a box pattern by ATC while we ran the QRH procedures. After reconfiguring the aircraft for the situation, we made a normal landing in cyul.

Narrative: WE RECEIVED A 'FLAPS FAIL' MESSAGE ON APCH TO CYUL. THE FLAPS FAILED AT 23 DEGS WHEN SELECTED FOR 30 DEGS. WE WENT MISSED APCH AND WERE GIVEN A BOX PATTERN BY ATC WHILE WE RAN THE QRH PROCS. AFTER RECONFIGURING THE ACFT FOR THE SIT, WE MADE A NORMAL LNDG IN CYUL.
