Narrative:

Upon being briefed on local control, I was advised that we could land over a vehicle and personnel working on the approach lights, but could not depart. I advised the controller in charge that I did not think this was right. I also advised the supervisor. The men and vehicles were definitely in the runway protection zone. Managerial ineptness created and maintained a dangerous situation. The vehicle was not on, but right at the approach, end of the runway. They were so close to the runway we could not depart because of the jet blast. Numerous occurrences took place.

Title: LCL CTLR RPTED ON ALLEGEDLY CHAOTIC CONDITIONS RELATED TO TFC ARR AND DEP PROCS IN THE MIDST OF ARPT CONSTRUCTION ACTIVITY AT BNA, TN.

Narrative: UPON BEING BRIEFED ON LCL CTL, I WAS ADVISED THAT WE COULD LAND OVER A VEHICLE AND PERSONNEL WORKING ON THE APCH LIGHTS, BUT COULD NOT DEPART. I ADVISED THE CTLR IN CHARGE THAT I DID NOT THINK THIS WAS RIGHT. I ALSO ADVISED THE SUPVR. THE MEN AND VEHICLES WERE DEFINITELY IN THE RWY PROTECTION ZONE. MANAGERIAL INEPTNESS CREATED AND MAINTAINED A DANGEROUS SIT. THE VEHICLE WAS NOT ON, BUT RIGHT AT THE APCH, END OF THE RWY. THEY WERE SO CLOSE TO THE RWY WE COULD NOT DEPART BECAUSE OF THE JET BLAST. NUMEROUS OCCURRENCES TOOK PLACE.
