Narrative:
Takeoff from macon (middle GA regional) airport uneventfully. Turned to heading of north and cleared to an altitude of 8000 ft MSL. While executing the cruise checklist, upon moving power management selector to cruise, the #2 engine began to pulsate, which caused the aircraft to yaw. We subsequently shut down the #2 engine and feathered it, and returned to macon with a safe landing. Emergency was declared prior to engine shutdown/feathered in flight.

Title: AN ATR72 FLC HAS TO RETURN AND LAND AFTER SHUTTING DOWN #2 ENG JUST AFTER CRUISE ESTABLISHED 30 NM N OF MACON, GA.
Narrative: TKOF FROM MACON (MIDDLE GA REGIONAL) ARPT UNEVENTFULLY. TURNED TO HDG OF NORTH AND CLRED TO AN ALT OF 8000 FT MSL. WHILE EXECUTING THE CRUISE CHKLIST, UPON MOVING PWR MGMNT SELECTOR TO CRUISE, THE #2 ENG BEGAN TO PULSATE, WHICH CAUSED THE ACFT TO YAW. WE SUBSEQUENTLY SHUT DOWN THE #2 ENG AND FEATHERED IT, AND RETURNED TO MACON WITH A SAFE LNDG. EMER WAS DECLARED PRIOR TO ENG SHUTDOWN/FEATHERED IN FLT.
