Narrative:
ZZZ back course check inspection department has been using a 'company maintenance inspection scratch pad,' supplied by their department (no maintenance form number) to do initial evaluation of discrepancy during their walkaround in his/her assigned area while working off of a routine inspection card. This paper is meant to serve as an inspection reference while writing his/her discrepancy to a non routine write-up, non routine discrepancy work card and should be meant for the inspector's eyes only. Common practice is for the inspector to leave a copy of this scratch pad write-up for the mechanics in that work area taped to the aircraft, then mechanics use this scratch sheet instead of the non routine write-up to work the discrepancies. The mechanic usually doesn't even see the non routine write-up until he/she is ready to sign off. This practice should be stopped reference maintenance procedures manual 04-01, 05-16, FARS (14 crash fire rescue equipment 43.96).

Narrative: ZZZ BC CHK INSPECTION DEPT HAS BEEN USING A 'COMPANY MAINT INSPECTION SCRATCH PAD,' SUPPLIED BY THEIR DEPT (NO MAINT FORM NUMBER) TO DO INITIAL EVALUATION OF DISCREPANCY DURING THEIR WALKAROUND IN HIS/HER ASSIGNED AREA WHILE WORKING OFF OF A ROUTINE INSPECTION CARD. THIS PAPER IS MEANT TO SERVE AS AN INSPECTION REF WHILE WRITING HIS/HER DISCREPANCY TO A NON ROUTINE WRITE-UP, NON ROUTINE DISCREPANCY WORK CARD AND SHOULD BE MEANT FOR THE INSPECTOR'S EYES ONLY.
