Narrative:
We were cruising at FL350 when we were unable to increase the cabin temperature. Moc was called and advised of the situation including cruising altitude, tat temperature, duct temperature, etc. Both automatic and manual mode would not work. Moc advised me then to pull a couple circuit breakers in-flight. I advised them that we were at FL350 in-flight. Again I was advised to pull circuit breakers. I advised moc of our company procedure/FARS about resetting circuit breaker. Moc obviously is not aware of this policy/far. This is creating an unsafe situation. I did not pull/reset circuit breakers.

Title: CL65 FLC HAS INOP CABIN TEMP CTL AND REFUSES TO CYCLE CIRCUIT BREAKERS PER MAINT REQUEST.
Narrative: WE WERE CRUISING AT FL350 WHEN WE WERE UNABLE TO INCREASE THE CABIN TEMP. MOC WAS CALLED AND ADVISED OF THE SIT INCLUDING CRUISING ALT, TAT TEMP, DUCT TEMP, ETC. BOTH AUTO AND MANUAL MODE WOULD NOT WORK. MOC ADVISED ME THEN TO PULL A COUPLE CIRCUIT BREAKERS INFLT. I ADVISED THEM THAT WE WERE AT FL350 INFLT. AGAIN I WAS ADVISED TO PULL CIRCUIT BREAKERS. I ADVISED MOC OF OUR COMPANY PROC/FARS ABOUT RESETTING CIRCUIT BREAKER. MOC OBVIOUSLY IS NOT AWARE OF THIS POLICY/FAR. THIS IS CREATING AN UNSAFE SIT. I DID NOT PULL/RESET CIRCUIT BREAKERS.
