Narrative:
On jan/sun/03, at approximately XA30 pm local I received and acknowledged a taxi instruction from the wilmington international (ilm) ground controller to proceed to runway 24. Upon completing my run-up and preflight checks, I informed the ground controller that I was ready to take off runway 24. At that time I observed a cessna on short final and a large jet on a 3-4 mi final. The ground controller issued me a 'position and hold' clearance which I acknowledged and obeyed. I believe the controller's intention was to issue my takeoff clearance as soon as the landing cessna cleared the runway. I remained in the position for takeoff for several seconds, knowing that there was an arriving jet on final behind me. I informed the controller that I was in position ready for departure on runway 24 3 times with no response. On the third query to the controller he advised me that my instruction had been to 'hold short.' the arriving jet was observed by me performing a go around. The controller then issued me a takeoff clearance which I acknowledged and obeyed. The controller then asked me what my on course heading was and to remain on his (ground control) frequency. 2 days later, I received a telephone call informing me of a possible deviation incident. At no time did I feel that I violated an far or that I operated my aircraft in an unsafe way. Upon reflection I should have followed accepted procedure and requested my takeoff clearance from the tower controller and not the ground controller even though ground in fact issued the clearance.

Title: C172 PLT HAS A RWY INCURSION AT ILM.
Narrative: ON JAN/SUN/03, AT APPROX XA30 PM LCL I RECEIVED AND ACKNOWLEDGED A TAXI INSTRUCTION FROM THE WILMINGTON INTL (ILM) GND CTLR TO PROCEED TO RWY 24. I REMAINED IN THE POS FOR TKOF FOR SEVERAL SECONDS, KNOWING THAT THERE WAS AN ARRIVING JET ON FINAL BEHIND ME. I INFORMED THE CTLR THAT I WAS IN POS READY FOR DEP ON RWY 24 3 TIMES WITH NO RESPONSE. ON THE THIRD QUERY TO THE CTLR HE ADVISED ME THAT MY INSTRUCTION HAD BEEN TO 'HOLD SHORT.' THE ARRIVING JET WAS OBSERVED BY ME PERFORMING A GAR. THE CTLR THEN ISSUED ME A TKOF CLRNC WHICH I ACKNOWLEDGED AND OBEYED. THE CTLR THEN ASKED ME WHAT MY ON COURSE HEADING WAS AND TO REMAIN ON HIS (GND CTL) FREQ. 2 DAYS LATER, I RECEIVED A TELEPHONE CALL INFORMING ME OF A POSSIBLE DEV INCIDENT. AT NO TIME DID I FEEL THAT I VIOLATED AN FAR OR THAT I OPERATED MY ACFT IN AN UNSAFE WAY. UPON REFLECTION I SHOULD HAVE FOLLOWED ACCEPTED PROC AND REQUESTED MY TKOF CLRNC FROM THE TWR CTLR AND NOT THE GND CTLR EVEN THOUGH GND IN FACT ISSUED THE CLRNC.
