Narrative:

At toa on sunday, touch-and-goes and full stop taxi backs are not permitted due to noise abatement procedures. I was wanting to do a local flight with a new passenger that would consist of about 15 mins of flight time. I was informed by the ground controller that all I have to do is depart the pattern, and that would fulfill the requirements of not performing pattern work. On that, I decided to depart the pattern while staying within the class D airspace. I decided to heed to the northern area of the airspace, because it was over water and very near the class B that extends to the surface, so there would be minimal traffic entering from that end. The tower, upon clearing me for takeoff, made no mention of which direction they expected me to depart. I flew straight out from runway 29. Once arriving over the water, I climbed to 1500 ft and proceeded to the VFR reporting point, king harbor, while listening to toa tower. Once at icing harbor, I reported where I was and that I was inbound for landing. I then heard a different voice on the tower instructing me to make a straight-in for runway 29R and report vincent thomas bridge. I looked at my compass and realized that the controller thought I was to the south, when I was actually to the north. I repeated that I was icing harbor inbound and to the north. The tower had me identify. The tower then communicated that I should not have entered the airspace without establishing 2-WAY communication. I knew that I had never left the airspace and that the tower had lost me. Because the tower thought that I had violated their airspace, I am writing this report.

Title: NOISE ABATEMENT ON SUNDAY AT TOA PROHIBITS TOUCH-AND-GOES. A C172 PLT REQUESTED A SHORT 15 MI FLT WAS ADVISED HE COULD DEPART THE TFC PATTERN, THEN IMMEDIATELY RETURN TO LAND.

Narrative: AT TOA ON SUNDAY, TOUCH-AND-GOES AND FULL STOP TAXI BACKS ARE NOT PERMITTED DUE TO NOISE ABATEMENT PROCS. I WAS WANTING TO DO A LCL FLT WITH A NEW PAX THAT WOULD CONSIST OF ABOUT 15 MINS OF FLT TIME. I WAS INFORMED BY THE GND CTLR THAT ALL I HAVE TO DO IS DEPART THE PATTERN, AND THAT WOULD FULFILL THE REQUIREMENTS OF NOT PERFORMING PATTERN WORK. ON THAT, I DECIDED TO DEPART THE PATTERN WHILE STAYING WITHIN THE CLASS D AIRSPACE. I DECIDED TO HEED TO THE NORTHERN AREA OF THE AIRSPACE, BECAUSE IT WAS OVER WATER AND VERY NEAR THE CLASS B THAT EXTENDS TO THE SURFACE, SO THERE WOULD BE MINIMAL TFC ENTERING FROM THAT END. THE TWR, UPON CLRING ME FOR TKOF, MADE NO MENTION OF WHICH DIRECTION THEY EXPECTED ME TO DEPART. I FLEW STRAIGHT OUT FROM RWY 29. ONCE ARRIVING OVER THE WATER, I CLBED TO 1500 FT AND PROCEEDED TO THE VFR RPTING POINT, KING HARBOR, WHILE LISTENING TO TOA TWR. ONCE AT ICING HARBOR, I RPTED WHERE I WAS AND THAT I WAS INBOUND FOR LNDG. I THEN HEARD A DIFFERENT VOICE ON THE TWR INSTRUCTING ME TO MAKE A STRAIGHT-IN FOR RWY 29R AND RPT VINCENT THOMAS BRIDGE. I LOOKED AT MY COMPASS AND REALIZED THAT THE CTLR THOUGHT I WAS TO THE S, WHEN I WAS ACTUALLY TO THE N. I REPEATED THAT I WAS ICING HARBOR INBOUND AND TO THE N. THE TWR HAD ME IDENT. THE TWR THEN COMMUNICATED THAT I SHOULD NOT HAVE ENTERED THE AIRSPACE WITHOUT ESTABLISHING 2-WAY COM. I KNEW THAT I HAD NEVER LEFT THE AIRSPACE AND THAT THE TWR HAD LOST ME. BECAUSE THE TWR THOUGHT THAT I HAD VIOLATED THEIR AIRSPACE, I AM WRITING THIS RPT.
