Narrative:
Given clearance by ZMA to descend from 6000 ft to 5000 ft. Noticed we had traffic 12 O'clock position and climbing in our descent path. When TCASII alert sounded, ATC asked if we could turn 20 degrees left away from traffic. I had already turned and started to climb away from traffic at this point. ATC came back on frequency very flustered. Apologized for the traffic conflict and stated that the target had just popped up. Continued flight.

Title: BE20 ON DSCNT INTO SUA EXPERIENCES TCASII EVENT WHILE UNDER ZMA CTL.
Narrative: GIVEN CLRNC BY ZMA TO DSND FROM 6000 FT TO 5000 FT. NOTICED WE HAD TFC 12 O'CLOCK POS AND CLBING IN OUR DSCNT PATH. WHEN TCASII ALERT SOUNDED, ATC ASKED IF WE COULD TURN 20 DEGS L AWAY FROM TFC. I HAD ALREADY TURNED AND STARTED TO CLB AWAY FROM TFC AT THIS POINT. ATC CAME BACK ON FREQ VERY FLUSTERED. APOLOGIZED FOR THE TFC CONFLICT AND STATED THAT THE TARGET HAD JUST POPPED UP. CONTINUED FLT.
