Narrative:

In roa, we were given an extended departure delay to destination, due to WX in destination. We (crew) decided to go into roa operations and to comply with company policy. The nose gear pin was inserted prior to pwring down the aircraft. On the ensuing departure from roa, the nose gear pin was overlooked on departure. Upon gear retraction, we got a 'nose gear door disagreement' warning and gear position indicator was in agreement with aural and displayed warning message. Flight control radio was very busy. Needing to make a decision, we radioed roa operations to call flight operations and maintenance control and advise of situation. Roa operations advised us that flight control and maintenance control wanted us to return to roa. We had to hold for 45 mins to burn fuel off to comply with maximum landing weight. In the meantime, complied with company QRH procedures. Landed with no further problems. The captain contacted maintenance control and flight operations. We were rereleased to ATC. Departed with no further problems. I, being a new first officer, and new company policy requiring pinning nose gear on power down and delays with ATC and WX, coupled with deicing in progress, failed to catch the flag on the gear pin on walkaround prior to reboarding. Have added extra diligence in all future preflight regardless of conditions. Supplemental information from acn 574980: my failure as a captain to follow up a walkaround while training IOE with a new hire first officer.
