Narrative:
Traffic at the teb airport was quite busy, aircraft trying to depart after a major snow storm 1 day prior. At the end of runway 1, tower cleared us for takeoff while still taxiing to runway 1. Approaching the end of the taxiway, tower changed our clearance to 'hold short runway 1, takeoff clearance canceled.' after 1 arrival runway 6 and 1 arrival runway 1, they cleared us for takeoff then changed it to 'position and hold runway 1.' at about XA29Z, tower cleared us for takeoff runway 1. After pwring up and releasing the brakes, the tower came on 'stop the takeoff, takeoff clearance canceled.' we were rolling about 25 KIAS so I just retarded the power levers and applied the brakes. Their workload in the teb control tower must have been intense, possibly including very late handoffs from approach control, because an aircraft appeared on short final for runway 6, on our left, obscured by trees. We determined that our position at the displaced threshold line (we were just prior to the line) was entirely sufficient for our takeoff. The controller said, 'cleared for takeoff runway 1, third time's a charm.' we then took off without incident and completed our flight. Suggestion: this could have been a near miss. It was not. The mandatory 1500 ft at dandy on final for runway 6, I think, provides for late handoffs from approach to tower. Either that or teb tower is understaffed. Additional pilot duties required: 1) the senior captain, not PF, leaned back and explained to our passenger to 'please remain seated, the aircraft is fine, the tower controller had a traffic conflict and asked us to stop. We'll be taking off shortly, everything's ok. 2) we also had to report to our company since we had passenger on board. These are extra duties required by the controller's actions.

Title: FRACTIONAL CPR TURBOJET CAPT COMMENTS ON 3 ATTEMPTS BY TEB LCL CTLR TO CLR HIS ACFT FOR TKOF WHILE REACTING TO MULTIPLE SHORT APCH TFC PATTERNS ARRS CAUSING COMPANY DOCUMENTATION.
Narrative: TFC AT THE TEB ARPT WAS QUITE BUSY, ACFT TRYING TO DEPART AFTER A MAJOR SNOW STORM 1 DAY PRIOR. AT THE END OF RWY 1, TWR CLRED US FOR TKOF WHILE STILL TAXIING TO RWY 1. APCHING THE END OF THE TXWY, TWR CHANGED OUR CLRNC TO 'HOLD SHORT RWY 1, TKOF CLRNC CANCELED.' AFTER 1 ARR RWY 6 AND 1 ARR RWY 1, THEY CLRED US FOR TKOF THEN CHANGED IT TO 'POS AND HOLD RWY 1.' AT ABOUT XA29Z, TWR CLRED US FOR TKOF RWY 1. AFTER PWRING UP AND RELEASING THE BRAKES, THE TWR CAME ON 'STOP THE TKOF, TKOF CLRNC CANCELED.' WE WERE ROLLING ABOUT 25 KIAS SO I JUST RETARDED THE PWR LEVERS AND APPLIED THE BRAKES. THEIR WORKLOAD IN THE TEB CTL TWR MUST HAVE BEEN INTENSE, POSSIBLY INCLUDING VERY LATE HDOFS FROM APCH CTL, BECAUSE AN ACFT APPEARED ON SHORT FINAL FOR RWY 6, ON OUR L, OBSCURED BY TREES. WE DETERMINED THAT OUR POS AT THE DISPLACED THRESHOLD LINE (WE WERE JUST PRIOR TO THE LINE) WAS ENTIRELY SUFFICIENT FOR OUR TKOF. THE CTLR SAID, 'CLRED FOR TKOF RWY 1, THIRD TIME'S A CHARM.' WE THEN TOOK OFF WITHOUT INCIDENT AND COMPLETED OUR FLT. SUGGESTION: THIS COULD HAVE BEEN A NEAR MISS. IT WAS NOT. THE MANDATORY 1500 FT AT DANDY ON FINAL FOR RWY 6, I THINK, PROVIDES FOR LATE HDOFS FROM APCH TO TWR. EITHER THAT OR TEB TWR IS UNDERSTAFFED. ADDITIONAL PLT DUTIES REQUIRED: 1) THE SENIOR CAPT, NOT PF, LEANED BACK AND EXPLAINED TO OUR PAX TO 'PLEASE REMAIN SEATED, THE ACFT IS FINE, THE TWR CTLR HAD A TFC CONFLICT AND ASKED US TO STOP. WE'LL BE TAKING OFF SHORTLY, EVERYTHING'S OK. 2) WE ALSO HAD TO RPT TO OUR COMPANY SINCE WE HAD PAX ON BOARD. THESE ARE EXTRA DUTIES REQUIRED BY THE CTLR'S ACTIONS.
