Narrative:
Landing and departing runways 19 and runway 27, intersecting operations. Trainee and certified professional controller on ground control taxiing a gulfstream parallel on runway 27 eastbound. Learjet south of approach and runway 27 used for departure. Learjet landing runway 19. Trainee asks for crossing of taxiway G5 (runway 19 and runway 27). Local controller sees learjet south of runway 27 and says to cross. Trainee tells taxiway G5 to cross runway 19, but taxiway G5 holds short and advises of a learjet on short final. Ground controller failed to check final, local controller assumed crossing of wrong jet. Controller thought the learjet was crossing for runway 19 departure. Local controller lost sight of learjet on final runway 19. Controller's vision was temporarily blocked, because of temporary mounting of wind instruments above tower console.
Original NASA ASRS Text
Title: PLT VIGILANCE PREVENTS RWY XING INCIDENT AT ILG, ATC COORD ERROR, WITH AN ACFT ON FINAL.
Narrative: LNDG AND DEPARTING RWYS 19 AND RWY 27, INTERSECTING OPS. TRAINEE AND CERTIFIED PROFESSIONAL CTLR ON GND CTL TAXIING A GULFSTREAM PARALLEL ON RWY 27 EBOUND. LEARJET S OF APCH AND RWY 27 USED FOR DEP. LEARJET LNDG RWY 19. TRAINEE ASKS FOR XING OF TXWY G5 (RWY 19 AND RWY 27). LCL CTLR SEES LEARJET S OF RWY 27 AND SAYS TO CROSS. TRAINEE TELLS TXWY G5 TO CROSS RWY 19, BUT TXWY G5 HOLDS SHORT AND ADVISES OF A LEARJET ON SHORT FINAL. GND CTLR FAILED TO CHK FINAL, LCL CTLR ASSUMED XING OF WRONG JET. CTLR THOUGHT THE LEARJET WAS XING FOR RWY 19 DEP. LCL CTLR LOST SIGHT OF LEARJET ON FINAL RWY 19. CTLR'S VISION WAS TEMPORARILY BLOCKED, BECAUSE OF TEMPORARY MOUNTING OF WIND INSTS ABOVE TWR CONSOLE.
